PREFACE
An ageing population is also a dying population. As such, death and dying is a public policy imperative. Singapore should acknowledge the deficit in dialogue and dignity on critical end-of-life matters. This blueprint is a first step forward towards changing polices and perspectives. This blueprint begins a policy-oriented conversation on how to live and leave well in a first-world nation like Singapore.
Singaporeans must take ownership and embrace their mortality. We hereby present our vision and public policy ideas for a death-literate Singapore. We welcome your engagement and feedback. Thank you.

To redesign our experience of death – from palliative care to funeral homes, families to communities and to government policy and social dialogues – and integrate it into our life’s experiences
To protect Singaporeans when dealing with providers of funeral-related services.
That death and dying are more than solely a public hygiene issue, and a whole-of-government approach is required in a super-aged Singapore.
That we begin foundational policy conversations for advancing the dignity and interests of Singaporeans on end-of-life and funerary matters
